The circled portion of the console is made up of several parts, for which the removal and installation procedures are shown with illustrations in Toyota’s Repair Manual (more info) under Vehicle Interior: Interior Panels/Trim: Front Console Box. The upper console panel and front console box are held in place with clips, claws, and guides, so they just unsnap, perhaps with some careful help from a molding remover. The console box assembly is secured with screws and bolts, too.

Removal and installation of the shift lever assembly itself, including the position indicator housing (Toyota’s name for the plastic trim through which the shift lever protrudes) is covered under Drivetrain: P510 Hybrid Transmission/Transaxle: Shift Lever.
