Not true. When Panasonic was giving people a free 3D copy of Avatar for buying a 3D blu Ray player people were selling them on Amazon for much more than the Blu-ray players cost. I barely sold the 3 copies I had before Amazon cut the sales off. Got 3 new Blu-ray players that year and some cash.

I hope the OP does get the Techstream copy, my link will show how to install it, but if you ordered it from them it would not arrive this year.

Can you recommend a good source for Gen2 cell replacements?

Fleabay or CL, check the date codes so they are at least close prior to purchase.

Once it a while you can find a wrecked but driveable Prius on CL for less than $1k, which presents the perfect opportunity!

Got the scanner and was able to read the code P0A80 that the dealer told me about. I also found error P3019 which further details an issue with "Battery Block 9 Becomes Weak"

Here's the details of each block:
    Battery Block Vol -V01 16.95 V
    Battery Block Vol -V02 16.85 V
    Battery Block Vol -V03 16.93 V
    Battery Block Vol -V04 16.82 V
    Battery Block Vol -V05 16.90 V
    Battery Block Vol -V06 16.84 V
    Battery Block Vol -V07 16.87 V
    Battery Block Vol -V08 16.85 V
    Battery Block Vol -V09 15.57 V
    Battery Block Vol -V10 16.88 V
    Battery Block Vol -V11 16.87 V
    Battery Block Vol -V12 16.85 V
    Battery Block Vol -V13 16.98 V
    Battery Block Vol -V14 16.93 V

On average, the "good" blocks measure 16.89V. Block 9 shows 1.32V less, or nearly 8% less.

Before running this test, my car was at 2 purple bars. I hadn't touched it in about 2 days. I drove it around the block so it was fully green, then it idled in my driveway for awhile before I could figure out how to use TeshStream. The bars slowly dropped and the engine engaged repeatedly. Once I cleared the error codes, the red triangle went away and the bars then held steady in the mid blue range. I believe that is when the above scan was done.

In this case, does it seem like I have an issue with only the cells in Block 9, or do the rest not look so hot? Should I charge it up again and take a reading at full green, or was mid blue good enough?

Yup, block 9 lost once cell in one of the modules.

THAT, is what I refer to as the "yo-yo affect" and is "diagnostic" for a bad module in the HV pack, which TS confirmed.

Since the cells within each module are 1.2v nominal and you have one block that is 1.2v lower than the average; it highly suggests that the remaining modules are in good health. Furthermore, the delta from highest to lowest is 16.95v - 16.82v = 0.13v, which means all the modules are VERY close in charge voltage.

However, it is not so much voltage, but capacity that is important for module and therefore by default, HV pack health. Without actually performing a charge/discharge/charge cycle with a quality "RC charger" that records capacity, you really cannot know for sure.

Since one module needs to be replaced, which is a pack-out operation, it would be good to perform the capacity test before you re-install the pack.
