Correct. It is not a broken weld. The pipe is rusted. The muffler and tailpipe is sold as one piece. I have contacted a local independent muffler shop. Will know more on Wednesday. I am more and more inclined to have it replaced instead of welded (even if that's possible). I am in two minds about doing it myself. I do all my own repairs and maintenance.

The two metal muffler hangs that attach to the rubber supports seem tricky. As far as I can tell they are single pieces that get pushed into the rubber. Any tricks to get them off other than an angle grinder? I have sprayed PB Blaster all over the rubber supports and the flange bolts upstream. Whether I do it or just have the muffler shop do it, it should only be a benefit.

Is there anybody here with experience replacing this part? Any gotchas or pointers would be much appreciated.

At one time it cost as much to buy the parts as it did to just have it done. I don't know if that is still true, a lot of those shops went out of business.

    No, not possible.
You can't weld rust......which is about all that is left, on both sides.

I like to to think of old mufflers as rust castanets. :)

To close this out, I went to a local muffler shop. For $100 they put on a new muffler and did the necessary welding to the pipes ( front and back). I don’t think they used anything OEM. Car runs quieter and is holding up well after 15 K miles.

Thanks to every body contributing in the thread. I learned a lot.
