Dashboard: Hybrid Systems Malfunction

    Prius v 2017,
    Cleaned filter (battery cooling) and fan
    Hybrid battery measured at its terminal reads zero volt, safety switch engaged (orange)
    Is there a fuse or fusible link, or relay on the battery that needs to be turned on/replaced/connected?

    The fuse is in the orange handle (called a "service plug disconnect"), but usually the problem is the handle is not engaged completely. There are two movements required. See link.



    As a side note, there is a relay (power contactor) inside the battery which must engage as well under control of the battery ecu and the system ecus but the orange safety is usually not engaged properly.
