I plan on using a pressure washer to clean the EGR cooler and valve , my question is does the cooler and valve have to be dry before putting it back on ?

I would say yeah, just to be be on safe side. It's very easy to get it dry; a few minutes with a heat gun or hair dryer.

I think I just shook things off and let them sit overnight.

Don't forget: drain a couple of quarts of coolant from the radiator drain spigot, into a clean container, and the EGR will be high and dry. Pour it back into the reservoir after, and leave one topmost coolant hose ajar, when pouring it back, hopefully will help it vent. I did that and it went well, no problems.

    It’s easy to dry;).

A hair dryer works, or an air compressor works well:).

    Good luck tomorrow (y).

Do you have floor jack and safety stands, or no? My preference would be to have the engine underpanel removed, and the car back down on the ground, for most of this job (sometimes you do need it raised, for the rear cooler bolts). The engine panel off because sooner or later you'll drop something, and with the panel off, there's an even chance whatever's dropped will go all the way down to the ground. Maybe. And, with the car up on ramps before you start (as opposed to safety stands), you're stuck with that, since you can't start the engine to roll it off the ramps, and that 8" or so lift is going to make it like working on a Honda Pilot: you'll need to be up on a stool to reach anything.

I might be overreacting, it's early. I did the job with the car on safety stands for the duration, and I just recall it was a reach a lot of times. Ah maybe all good, lol.

No. Exhaust is full of water vapor and the EGR cooler is one big distiller of that vapor. If you just let it drip out the residual water should make no difference.

That's one reason why a PCV catch-can is necessary on a Prius to avoid the startup knock. There's an over abundance of water in the intake system between the PCV fumes and EGR water.

All done guys thanks for all the help especially NutzaboutBoltz Videos , I would of never done it without your guys help. I did also drain the engine coolant and refill it , used maintenance mode , going out for a test drive and going to get a cheesesteak !
Everything checked out good , no CEL came on , no warning lights , and the best part I didn"t have any left over bolts when I was done !!
