I just recently bought my 2013 v 3. The car had the original 12v battery, so I replaced it today rather than waiting for it to fail at an inopportune time. While I was connecting a 12v power supply to the jumper connection in the fuse box (to maintain the voltage while I changed the battery), I noticed a broken or cut wire in the bundle next to the fuse box.

I was surprised to see these tiny wires out in the open unprotected, and not covered by a plastic shroud on the end of the wire bundle. There's another area that's the same way.

Is that normal, or does my car have parts missing?

(The "power" mode on the car doesn't work- I'm thinking maybe it's the cut green wire. Fortunately the car has Certified warranty, so it will get fixed free regardless.)

It’s normal for individual wires to be exposed, as long as the insulation on each wire is intact, and the wires are sufficiently bundled that they don’t chafe or get entangled in anything. Notice how each wire has a rubber seal to keep out dust and moisture where it enters the connector.

For reference, the wire harnesses, clamps, and protectors are shown in parts catalog Figure 82-02, Wiring & Clamp; be sure to click through all twelve images.
Correct. The Electrical Wiring Diagram (more info) shows that the green wire at connector A57, terminal 46 goes to the power mode switch.

    Thanks!

I just stepped back in from repairing the cut wire, and as you say, that fixed my non-working Power mode switch.

Maybe mice. If you look at the gray connector latch next to the cut wire, it looks a bit nibbled.

The cover for these wires is included on Lexus hybrid models.

It is Lexus Part #82821-76010. It can be ordered at any Lexus dealer.

I installed on my 2012 Prius v nearly seven years, ago. I have uploaded photos. Prius Gen 3 ECU connector cover Lexus #82821-76010.jpg without cover large.jpg with cover large.jpg

Thanks, I will definitely order that! (I can't believe they didn't include that on these cars.)

Is there also one for the other unprotected connector?

I covered all of those small wires by wrapping them with 3M fiberglass electrical tape.
