Do dealers usually offer extra incentives as it gets further into the model year ?

Sounds like the northeast gets more rebates than the southeast :p

Well, if when we are ready to buy in May 2020 and there are no rebates, just the $4500 federal tax incentive, I'll be okay if I can get the price (before taxes and fees) down in the range of $28,000 to $29,000.

Say we got a price of $28,500, the $4500 tax incentive would (later) effectively make that $24,000, and IF we decide to trade in our 2015 Kia Soul which is in very good condition, KBB says we should be able to get close to $10,000 trade in, so that would bring it down to about $14,000 which we should be in a position by May to pay (+ taxes and fees) in the very first month's payment and avoid any ongoing interest charges.

My wife was thinking about keeping the Kia Soul as a 2nd car, but I told her that it might sit unused 99% of the time because we would prefer driving the Prime in EV mode and not using gas, the only time the Kia would get used is once in a very very great while if I needed to run somewhere and my wife had the Prime out at the time which would not happen that often, besides we have a 1999 Astro van (bought new) that we keep for when we need to haul something we can't fit in the car like plywood from Lowes, and I could always use that if I needed to make a quick run if my wife had the Prime out. So I am getting my wife to rethink keeping the Kia but she is still thinking about it :p (as nice as that Kia Soul is, I see it sitting unused most of the time after we get a Prime)

Use cargurus.com to do a national search. You will be able to see the difference the regional Toyota incentives make in the northwest and northeast. SC and KY (where I live) won't be seeing prices within thousands of dollars of those areas for the foreseeable future (think many years at best. Climate change is a hoax where we live....).
I'm going to negotiate my best deal online and over the phone when I'm ready to buy and then I will buy a one way airline ticket to somewhere in the northeast (hopefully in the Baltimore area - so not too far north) and drive our new car home.

Thanks, I checked cargurus.com in the past but will see about checking them again as it gets closer to when we are ready to buy.

Back around the end of July when doing initial research I tried "Truecar" and one dealer was offering a price of $29,500.00 before add-ons and TTL, which isn't bad though I am trying for at least $28,500.00 or less by the time we are ready to buy in May of 2020.

If you want the Blue Magnetism, you might want to act fast. I was told by a dealer that Toyota is discontinuing that color and so far, I had two Prius Primes in Blue Magnetism slip through my fingers in the past two weeks.

Thanks for the alert, but we likely won't be in a position to buy until about later in March 2020 so we'll just have to hope the Blue Magnetism might still be available then. You would think if you're going to pay that much for a car you should be able to get it in a color you want.

there's at least 3 in my immediate area, and maybe another 3 or 4 if I search by zip code. Maybe I'll get one.

Lucky! I'm near Austin and would have had to drive to either Dallas (4 hours), Lubbock (6 hours), or New Orleans (8 hours) to a dealer that had a Prius Prime in Blue Magnetism available. It seems that Texas and the other four states in the Gulf Coast region don't get many Prius Primes.

Well depends on the paint shop. They may be replacing Blue Magnetism with Blueprint (RAV4)
