Found this link has it for $179 and refurbished for $149 at car and truck remotes. they also have a link to find local auto locksmiths that belongs to an organization. my search returned several really close results.

haven't decided which way to go. dealer wants $400.

Here are my G4 comments (I've programmed hundreds of Fobs to all generations of Prius)

1)You can ADD another Fob to Gen4 with a recentish version of Techstream without locksmith credentials. As others have said, MHH AUTO is a good source to download Techstream and get an activation key. You'll need a good MiniVCI cable. Many pro level scantools can also Add keyfobs (more expensive Autels etc)

    2) To easily Add the fob, it must be new or equivalent (virginized, reset etc) Good Ebay sellers will mention the status of Fob in their listing.

    3) If the Fob is used (previously programmed to a different vehicle) you'll need to have the fob virginized/reset or do a SEED RESET on the Prius, then add all your fobs again (same procedure as when someone loses all their keys) If you need a Passcode to do the seed reset, you do not need locksmith credentials or Toyotas online subscription, you can buy a Passcode from various web sellers, this site seems to be the best deal currently (March 2020) PinOnline Software

    4) You can have the door key cut by an ebay seller if you obtain your door key code. It's stamped on the little metal plate that comes with the keyfobs. If you don't have the code, use a T30 screwdriver to loosen the lock cylinder, pull it out partway and read off the code (G4 codes are stamped right on top of the cylinder in white ink if you pull it out about 1.5 inches (no need to completely remove lock cylinder) once you can see the code, snap a photo of it for future reference) This video is for a RAV4 lock removal but essentially the same procedure on all Toyota's after around 2004

The number is only for the door key. There is no way can you make a fob start the car with only that number.

If one can wait for shipping from China, I've also bought a cut key for dirt cheap ($5.xx shipped) from Aliexpress. You can send them either the key code or a good quality pic of your current key.
