    Will the prius pass smog if the check hybrid system lights are on?

    This is fact because you have had this happen or you are guessing? Can you point me somewhere were it says that?

    Anyone else know if it would still pass or fail, should have nothing to do with emissions.

    The warning light that matters for a Smog Check inspection is the malfunction indicator (check engine) lamp (MIL), which must come on briefly and then turn off, or the test fails. See page 24 of California’s official Smog Check Manual (PDF) for the pass-fail criteria.
    The master warning light (⚠️), “Check Hybrid System” message, and other warning lights and messages, on their own, have no effect on a Smog Check test. Many of the diagnostic trouble codes (DTCs) that cause these warnings also turn on the MIL, however, because they could affect the car’s emissions, if the hybrid system isn’t operating properly. These DTCs are identified in the “MIL” column of the Diagnostic Trouble Code Chart pages in the Repair Manual (more info).
