    To be clear, what the standard requires is that the diagnostic connector always have +12 supply on pin 16.

    And most OBD dongle thingies get their power from pin 16.

    Well-designed ones meant for permanent connection (the ScanGauge II is an example) have a sleep mode they go into so that, when the car is off, they draw very little power from pin 16. That sleep mode is a feature of later revisions of the ELM327 chip, only needs a few extra components in the circuit and firmware that does the needful.

    Some other dongles ... well, they don't do that.
