That's the basic idea, but you really need to be looking at a Prius nomogram, which will tell you that if MG2 is showing 510 rpm, and the engine is stopped, you want to see −1326 rpm at MG1.

It appears that it is possible to install that plug upside down.

    This might help.

Oh wow! How nieve of me, of course there is gearing between MG1 and MG2. I have never seen the nomogram, thank you @ChapmanF. Now I really am kicking myself for not logging the data.

Thank you, @strawbrad !! This is exactly what I was missing. Much appreciated!

Update: the ICE starts, runs, and charges the hybrid battery! We didn't even remove the inverter, just the rain tray and then lifted the inverter up 5 inches to squeeze our hands and tools underneath to work on the power running to MG1. Turns out that we did install the wire loom backwards, we had swapped W and U. With that realization we were super motivated to put everything back together and go for a test ride. We just drove around the block a few times, but the ICE cycled and the battery maintained its power levels.

It's hard to express in words how excited/relieved I am. This has been a bit of a saga and I'm so glad to close it up and move onto my other vehicle issues. Thanks so much for all the help, could not have done it without this forum. TBH, I probably would have ended up getting another transaxle.
