2013 Prius II with 178k miles.
    Both high beam lights out.
    Visually both look fine.
Swapped in a new driver side one - still not working.
Moved that same new one to the passenger side - still not working.
If it isn't the bulb, what else could it be?
    Thank you!

Finally got around to troubleshooting this today, lol.
The problem was that the previous owner removed the "H-LP HI MAIN" 20 amp fuse.
They also were using a H11 100W bulb, so I suspect the fuse blew out periodically (and that's why they removed it).
    (The "standard" H11 is 65W.)

If you're lucky, the 100 W bulbs didn't melt the headlamp housings.

Typically the high beam is a 65w 9005 while the low beam is a 55w H11.

However high wattage versions of 9005 and H11 bulbs are out there, especially aftermarket LEDs where a pair of them are more likely to blow a 20 amp fuse. A 100w bulb would draw about 8.5 amps at 12v. Both might use 17 amps.

I'd be very surprised by LED headlights drawing so much.

When I added LED foglights on my 2010, I took out the 15 A "FR FOG" fuse and put in a three amp.
