The lower part of tail zig-zag died, and according to manual this is not user-changeable. Is this really so? Any idea how expensive this part/labor is?

What they typically mean is that the entire lens housing unit has to be replaced and not just the LED light part that died. do not know, but things tend to be expensive on this car. Try and find a salvage yard that has this part that works and swap it in?

Thank you CooCooCaChoo! I'll try the salvage yard approach although I'm not holding my breath - 4th gen Prius is not very common around here. I'll also ask my dealer if the part is covered by the 3 year warranty.

CooCooCaChoo was right on spot: the entire lens housing unit needs to be changed, as the local Toyota dealership confirmed. Luckily, this was covered by the European 3-year warranty - ending in Feb. 10th in my case. Whew!

Glad to hear you were covered under warranty. I actually hate this zig-zag light and I'm actually looking for aftermarket replacements. I just want something basic without that funny zig-zag.
