Do you mean the plate underneath the bumper? This is fixed with plastic plugs if I'm correct. If you don't have them anymore or the holes are torn, you can use self tapping screws to keep it in place.

Yes, the black plastic spoiler under the front bumper.
-The Prius sits very low and I hit the parking lot stop bump.
*It's still on there , but it's hanging lose.

    You need these:

But I would recommend some self tapping screws to use...

Those things are outrageously overpriced and depend on all the plastic not having much damage. It's way easier and free to use some short sheetrock screws or most any type of random screw and a screwdriver gun to put everything back together under there, especially once there's substantial damage.

Some of the holes will be damaged usually so those clips won't work very securely. Also some require metal clips and need to be aligned relatively precisely, which is asking alot for that part of the car. It gets beat up alot. Takes less than 30 seconds to lay down and shoot a random screw whatever part of the plastic that's been bent loose.

I've done it both ways so many times that I decided there's only one way that right. :)

Prius is too low to the ground.
I'm going to have to lift the front of the car, so I can get my cordless drill up there with some screws.

If you’re running the car into the ground and want a quick-and-dirty fix, that’ll do. Still:

I would assess what you’ve got, first. If the shield holes are torn out, too big to be held by the OEM fastener’s head, oversized washers might help. On the flip side, the washer thickness will reduce the fastener’s reach. Maybe you could fasten square “washers” out of thin/flexible plastic, bridge the holes, and not reduce the fastener grip as much.

I would stick to OEM fasteners: it’s not that much, and they will fit, without drilling.

Simply park the front of your wheels on the edge of a high curb and then lay down in the gutter and you'll have plenty of room to fix things.

Yeah, ours is 3rd gen, but I think the location of the frontmost shield, and the ground clearance, is pretty similar. I can lie in front of the car and take the panel off no problem, without raising. Safe and easy.

I know what you mean but have no idea where one could do that anywhere near where I currently live. The places where it is paved all the way to the curb generally have a sidewalk and/or substantial property barrier that would prevent placing a car like that. The only way to do it at my house would be to drive the car across the lawn. On the other hand, it would have been easy back when I lived in the Sunset district in San Francisco, near Golden Gate park. The entire area was paved from the apartment buildings to the curb, something like 30 feet of open concrete. It would still have been illegal though, as the car would have "blocked" the sidewalk, at least literally, if not functionally.

For most people jack stands or ramps are going to be needed.
