TLDR; What is this black stuff and is it ok if I remove it?

attached below is a photo of me pointing at the stuff.

story time, I spilled rotten milk on my floor carpet. I pulled up the carpet to have it cleaned, and I discovered that it seeped deep into the floor and into this hard black stuff that’s on the floor.

I’ve been spraying it with vinegar and water; and applied baking soda for a week, and even used enzyme cleaners to get rid of the smell. About 80% of the smell is gone, but the black stuff still smells awful.

I discovered that this stuff softened up after I got it wet for a few days, and it peels right off. I discovered that there is still rotten milk trapped underneath this stuff!

What is this stuff and is it safe to remove in the smelly areas? Thanks!

It's like bed liner spray on insulation sound deadening hand held torch makes it crystal and pull up fast. In my 09 twas so hard hit it with hammer sweep it up.

Yep, what he said... It's the absolute maximum cheapest way to insulate a mass produced card.

You might want to buy some 'Dynamat' material and replace what you pull up once you've got the smell all sorted. Although there is not a lot of sound-deadening applied, it is strategically placed and I'd imagine that the car will be noisier without sound deadening.

Up to you though but it will be easy to do this while you've got the car all stripped down now. It would be a shame to put it all back together and then find out it is noisier without the sound deadening. Don't go crazy though, just add it back to the places from where you removed it. Putting additional sound-deadening material everywhere doesn't seem to make much more of a difference.
