Does battery charge indicator ever turn FULLY green?

I've only had the full green bar experience when travelling down an extended downhill slope...which has happened every time I've gone to the mountains or over & down a pass. In normal every day driving, there's always one white bar at the top when the battery indicator is green, but I mostly see blues anyway.

 

I had my first full green experience this morning. Kinda strange, since the Garden State Parkway doesn't have any extended downhills that would contribute to it.

I've had all green bars a few times in the five months I have had my Prius.

 

After I read the first messages in this thread, I paid special attention when driving down a long street that traverses a ridge above my home. It was very simple to get the battery fully green as the speed limit is 25 mph along that stretch of the road and the speed is very easy to maintain with minimal braking.
