    The US isn't building factories, private industry does that in anticipation of profits. Govt can make the probability of those profits more favorable.

    And aren't the tax bill requirements a mix of materials sourcing and build content. It's that materials sourcing that will take time.

    Plenty of people don't drive beyond the end of the government-paid road grooming in winter, and don't drive on the groomed highways at times when 2WDs are required to be chained up.

    But plenty of other people do ...

    Positive traction, proper tires and weight seem to work, my father drove RWD in upper Michigan most of his driving career.

    If your car can’t drive it’s likely not a time to be on the roads, with summer treads I encounter those conditions at most 2 days a year.

    Hummer, S, and X won't qualify because they cost over $55k for sedans and $80k for trucks and SUVs.
