Thank you, that was not there to begin with. I wonder if I can replace?

Do you have the big fuse box cover? Was the car used with no cover installed?

Yes I have the main black fuse box cover. The car was not used without cover installed. It’s doesn’t fit perfectly and is a bit difficult to get out I believe because of the minor front end accident early on in cars life (hood doesn’t sit perfectly) but it goes on and all clips latch. I’ll take pic tomorrow.

I left the 12 V plugged in over night after installing the new fusible link box. I tried to start it in the morning and only got a few lights on the dash. I went and bought fuses and spray and was planning to get started on all those in the afternoon. I tried Starting it before that and it started right up. I have been driving it for two days now. I ended up not changing any other fuses but did spray some cleaner in there and made sure to get the black cover secured. I am thinking about putting some foam insulation on the edge of the hood to help stop water from getting in. I think that could be what happened here. Otherwise I still need to patch the leak on the trunk to keep water off of the 12 volt and I believe I am good to go. Confidence restored and I’m ready for another 150,000 miles. I know A LOT more about the Prius now and am happy that I came here for help. Thanks to ALL for your help. I can’t imagine how much money was saved. I spent $83 on the fusible link, $10 voltmeter, .60 for the bolts I broke on the old fusible link (very small and hard to find but NAPA is good at unique parts) also note I recently changed the 12v to the 150 group battery which cost me $150 for the battery and $16 for the larger positive adapter and $8 for the new ground cable. Thanks again!

Good news! That cover looks cleaner than the fuses, relays and connections it is designed to protect.

Don't forget the little cover over the DC cable connection. :)
