CA Resident Buying Out of State - AT-PZEV & HOV Lane

    My brother is considering buying a new 2007 Prius. He wants a Touring Edition with Package 2, but only the Touring Edition with Package 6 is available in California. We located a Prius Touring with Package 2 and the color he wants in Arizona, but we have some concerns about the AT-PZEV status and HOV lane access.

    All new hybrid vehicles must meet the AT-PZEV standard in order to qualify for an HOV sticker.

    The Toyota website states:
    "Every 2007 Prius sold in the U.S. is mechanically equipped to meet the California AT-PZEV [2] emission standard. However, they are only designated as AT-PZEVs [2] in California and states having adopted the California regulations."

    Since I don't think Arizona falls under a state that has "adopted the California regulations", does that mean that a new Prius sold in Arizona would not be designated as AT-PZEV, thus making it ineligible for an HOV sticker? Or would it still be eligible?

    It looks like there could be two possible scenarios:
    A - An '07 Prius is considered AT-PZEV when it is sold in California or a state having adopted California regulations, regardless of where the car is registered.
    B - An '07 Prius is considered AT-PZEV when it is registered in California or a state having adopted California regulations, regardless or where the car was sold.

    Questions:
    1. Which scenario regarding AT-PZEV is true? A, B, or something else?
    2. If A is true, will I have a problem getting an HOV sticker in California? If B is true, I think I'll have no problem, right?

    <_< Not being a Californian, I don't know for sure.... but have heard that you must have a CA license plate to obtain an HOV sticker. This would mean you'd be required to register your Prius in California regardless of where you bought it.

    People buy in Nevada all the time and bring their cars in. The dealer can sell you the car but not register it or neither charge you NV sales tax. You will pay both when you you register in CA. You will have to take the car to be "inspected" at the DMV. The Prius sold in US all have the same emissions equipment and sticker. I've already swapped pictures of the sticker with a PC member who bought theirs out of state to get a better buy - non-waiting list. The only question is whether cars bought out of state would get the CA 10year/150K extended emissions warranty and that would depend I guess on whether Toyota had database of where the car was sold and if the dealer providing the warranty would even care/check.
