While waiting for the fill plug - think it will be here today - attention returns to the rear tires. After reading and viewing various videos it would app a drag is expected on the tires, one reference stating about 1 hand free rotation before the tire stops, and is rather audible.

Before I was thinking there was too much drag and noise, and somehow minnow have one rear wheel w/drag/noise, and the other spinning forever silent.
    Videos attached. Thoughts?

k…video not uploading smoothly…looks like a hosting link is needed…

Looks like this service expires videos after a day - what service to people use for Prius Chat so video stays live long term?

The rear spin looks ok. Rear disk brakes impose “some” drag, but not bad. For comparison, (if you haven’t already) see my video on rear brake drag, linked in my signature.

if you’re on a phone, turn it to landscape to see signatures.

How low is the setting on the torque wrench? That plug doesn't need to
    be super tight.
Spining the wheel means the parkign brake is not too tight, or pads sticking.
But, it's very easy to remove the pins and clean them, apply new grease and
reinstall them. And check your pad thickness....

Driver side rear ad drag that is expected. Right passenger back appears to have no drag…wheel spins freely and no noise (ironic as that was they original goal where now I think it isn’t properly connecting.)

I encountered a similar issue and ended up using a chisel on the side of the bolt head. It only needed moderate encouragement to start spinning and I re-used the bolt post fill until the new replacement bolts arrived. I ordered a spare for next time assuming this problem might occur again.

    Clean up…

Noticed when reinstalling the splash guard that the quick access panel for the oil change itself was missing, and at least the mechanic used a sharp blade. I have no idea how long this has been missing. Is this something worth getting a new splash guard?

Any uses of older brake pads or toss in the metal scrap pile?

rear rotors that were replaced, worth resurfacing and holding onto?

I'd replace. Not sure which one it'd be here, such a plethora of options:

SUSPENSION CROSSMEMBER & UNDER COVER. 2012 Toyota Prius Two | Toyota Parts Center Online

The suggested retail price (around $110~130 USD) will likely be undercut by individual dealerships; check the links they provide for dealerships in your area.
There's "rights" and "lefts", and I believe it was revised at some point.

If you don't want a repeat of the "quick access panel" coming off, and if you'll be doing your own oil changes, I'd suggest to take the full panel off at each oil change. See oil change info in my signature for more detail.

Also, attached is a TSB on the panel, has parts no's for the fasteners.

I noticed mine was cut off when I did my coolant around 140k. It must have happened when I was getting those free oil changes at the dealer the first year I got it. I will never replace it honestly. It makes it easier for my mechanic to change the oil so there’s at least one benefit to not having it.

This appears to be the latest version:

    51410-12105

Again, search for it at parts.toyota.com, then see what local-to-you dealerships are actually charging, via the links.

You should go back and tell them to replace it. They damaged your car.
They were lazy, make them pay for it. "IF" it was falling all do to wear, they
should have brought you back and showed you and then suggest cutting it off.
    I hate stupid lazy people.
