Same Issue. Prius run out of gas. Usually when prius run out of gas it throws a code about this issue, the only codes found were P3000 & U0100. Tank filled, cleared codes disconnecting 12V battery for about 5 minutes. But motor did not start. After hours of troubleshooting the culprit was the EFI fuse. Attached are photos of the location of EFI fuse and the blown fuse. What caused the EFI fuse to blow?

My hypothesis is, since the car run out of gas and trying to start the car without gas, the fuel pump overheat and needs more current or some component in the electonic fuel injection (EFI) demands more current. I think that is the cause. just guessing. Fuse was replaced with a good one, refilled the tank and now the prius has been on the road since.
