Can someone identify this splice?

I'm assuming this back wire (blue connector, see attached image) is an aftermarket splice (?) by the previous owner, can anyone verify this for me? The black wire is tapped in to one of the wires for the center console power outlet.

I finally found a video for a 2008 touring edition with the outlet wiring (PWR OUTLET) in view. As expected, this was a mod from the previous owner. I still don't know what it was for, but looks like it had something to do with the beefed-up sound system he had installed (he removed the stereo components, but not the wires, prior to selling the car to me in 2016. This circuit was blowing fuses, although I've used it with no problem for about 9 years. It looked like the end of that wire may have gotten loose and was creating the short circuit. I removed the tapped line and taped up the wire, now both power outlets are working fine.
