My center splash shield on the driver's side is loose because of a rusted clip, so only the bolt is left. Do you have any suggestions on how I can repair it? What can I do to reattach the splash shield to the car. Is drilling in the frame a option or do I need to weld it or is there some simpler fix

Isn't that the plastic that's covering the orange wires running from the battery to the front of the car inverter whatever? If so that's plastic I do believe you could probably glue it but at the connections where it's got to go to the frame a short sheet metal screw nothing long I'm talking a half an inch with the drilling head on it If you look inside the car and measure where that plastic strip is running down the underside of the car but look inside the car you'll see pretty much there's not a lot going on and a very short self-tapping sheet metal screw I mean a half an inch maybe 3/4 you will generally not be hitting anything and right there where you are I think you will be under the bottom of the back seat or somewhere right in there It's pretty easy to tell if you just take your tape measure from the rocker panel to where that screw is and then go from the top of the rocker panel with the door open shoot the tape in the same distance and you get an idea of what's right there probably sheet metal and nothing You don't want to shoot a screw through the floor or somebody can step on it even though there's carpet in a little bit of padding a little 1/2 inch screw you might never notice much longer than that on the floorboard and the drill point could be sticking through the carpet course you could just wheel that off with your Dremel but you shouldn't have to do any of that. Measure twice shoot the screw once.

Added another photo where you can see that it's loose between the driver and rear passenger side.

Do you have means to raise the car? Will make it a lot easier to see what’s going on. If it’s similar to Gen 3 there’s studs (or should be) and big plastic nuts screw onto them.
