Insurance companies pay for some maybe a lot of the thefts. Everyone ends up paying for the damage with higher rates.
Some cars have at least one converter as part of the exhaust manifold. I can’t see anyone getting up in the engine to saw off the manifold, takes too long and almost impossible.
Makes me want to sell my Prime I like so much. It’s a form of terrorism.

The same. The engine produces the same emissions when running.
The later generations have less as engine operation was fine tuned.
