Here is a breakdown of the lights and their blinks. Any help is appreciated!

    Brake System Warning Light
    64 and 65

Anti Lock Brake System Warning Light
    42

    Vehicle Stability Control System
    45

Check Engine Light (Malfunction Indicator Lamp)
    Solid

    Tire Pressure Warning Light
    23 and 24

    SRS Warning Light
    blink every ~0.5 seconds

    Slip Indicator Light
    Solid

    Parking Break Light
    Solid

I was sitting in the driver's seat without a seatbelt, so that's probably why, but the seatbelt light was also blinking every second or so.

Is the "ready" sign on the instrument panel lit?

You're probably having break actuator problems get a real scanner and see what you really have blink codes are great and all that I don't know them by heart and don't care to learn them Scan tools are too inexpensive now to be sitting around counting blinking check engine lights The blink codes have been around since about 85 had them in my Supra never use them had a scan tool back then too didn't need them much with the Toyota but still had them But more than likely you're having the break actuator problem which causes communication problems and all sorts of can bus issues while in the throes of the problem they'd be my guess and that break work and that's a $1,400 part and 5 6 $700 to put it on and bleed depending upon who you're dealing with

You should start by describing symptoms and obvious problems. As Tom indicates blink codes are almost useless without a problem to be solved. Even the Bluetooth apps are usually hopeless on specific Toyota hybrid issues. Techstream or a few higher end scanners help but even then extraneous codes usually appear that can send you on a wild goose chase or fruitlessly firing the parts cannon.

However here is a list of the dtcs with their corresponding 2 digit blink codes for a gen2.

Some of those are already explained on this page, where you may already have looked:

Blink (a/k/a Flash) Codes – How to. | PriusChat

Specifically, the ABS 42 and VSC 45 both mean only "hey, you've got ECB codes, look at those".

You can find the ECB 64 and 65 codes in the attachment rjparker posted: C1343 and C1344, respectively, having to do with the rear hydraulic systems right and left.

But keep in mind that what rjparker attached was just the summary tables of codes. The repair manual also contains a whole section for each code to explain what the code tells you and how to troubleshoot it. That's a lot more help than just trying to go by the terse fortune cookies in this table.

You can see from the table that each of those trouble codes can also come with five different INF codes that tell you more about the problem. The INF codes can only be retrieved using a suitable scan tool.

The steady blink of the SRS warning light simply tells you the airbag system has no news it wants to tell you.

The TPMS codes tell you that two of your tire pressure transmitters have stopped transmitting (or, at least, the TPMS ECU isn't picking up their transmissions).
