Installed new hybrid, lost key, need to program new key

    I just replaced the hybrid in a 2007 model. I can't find the original key. I had bought an extra key but never programmed it. I installed the battery & hooked up all the terminals. My brother found instructions on programming the key. (Below) I got to step 8 and the Power is not coming on. I didn't even hear the hum that you normally hear when you step on the brake.
    I did notice that the screw grounding the negative terminal of the 12v is a little loose. The threads are wallered out a little.
    Any advice?


    1. OPEN the DRIVER'S side door and REMOVE key/remote out of ignition slot.

    2. INSERT and REMOVE key/remote from ignition slot TWICE.

    3. CLOSE and OPEN the DRIVER's side door TWICE.

    4. INSERT and REMOVE key/remote from ignition slot TWICE.

    5. CLOSE and OPEN the DRIVER's side door TWICE.

    6. INSERT and REMOVE key/remote from ignition slot TWICE.

    7. INSERT key/remote into ignition slot and CLOSE the DRIVER's side door.

    8. PUSH the POWER button (amber LED) to turn ignition ON and OFF TWICE.

    9. REMOVE key/remote from ignition slot. Vehicle will respond by cycling the door locks two times to indicate successful entry to programming mode.

    10. Within 40 seconds of door locks cycling Press and hold LOCK and UNLOCK buttons on first remote for 1.5 seconds then release. Immediately after releasing Press the LOCK button once. Vehicle will automatically Lock and Unlock the doors once to indicate successful programming or twice to indicate a failure in programming.

    But to do this and make that work don't you have to have the original fob with you working initially to do the chicken dance thing? I always thought so without it I think you've got to have Toyota software TIS tech whatever it is to be able to possibly get all the numbers you need for the locksmith to sort out what transponder shift needs to be cloned or what have you depending upon whether you have SKS silverback remote or black at least that's the way I've always thought I understood it luckily I haven't had to do this yet I do have a capable locksmith here locally that does transponder chips and cloning for my Italian motorbikes which are way more difficult to deal with than the Prius key system ever will be. And the way I understand it is when you get one of these cars if you get a remote or two of them you need to open the back and photograph the gray label that sits there as you're getting ready to change your fob case this is kind of important it seems like.

    Do you have 12V anything that works on the car? Dome light, hazard flashers, etc? If the 12V battery ground connection at the body is loose, then fix it. It's gotta be clean and tight.

    If you do not have at least one fully functional key fob, then you have an "all keys lost" scenario. The immobilizer ecu has to be reset using a special "seed" code and an OE level scantool. Then new key fobs can be programmed.

    Usual fix is for a capable mobile locksmith to do this, or tow the car to a dealer.
