I think this was a Federal indictment. To complicate matters, NC has counties that enforce emission standards and other counties that don't enforce it - but all counties enforce safety inspections, brakes, lamps tires and such.

 

There’s a big, jacked-up pick up truck a couple of blocks west of us; every time he rolls by, freshly started, the air is eye-watering redolent of diesel. All it takes is one joker in the deck.

 

There's a federal number 1-800 "cut smog" that used to be active. Don't know if it still is, but if you call & snitch off these coal rollers - then something can/will be done ... again - if the number is still active. Then again in some states you can rob up to $1,000 of merchandise & you don't even go to jail. So who knows.

Are you thinking of states where the difference between being sentenced for a misdemeanor or a felony depends on the value being above or below a number somewhere near $1,000?

No - apologies for not saying it in the simplest of simple terms. Many counties & big cities don't even bother arresting petty theft criminals, much less plan a preliminary hearings, much less, require bail. No big deal if you steal hundreds here, steal hundreds there, only don't steal too much at a time.



Let me also spell out the MAIN point - since it seemed to get missed. That is, if you sell a cheat devices so people can roll coal ... it's farther down the criminal totem pole of importance - because we now somehow presume keeping criminals in jail is racist in many instances. It's on par with the same asinine behavior of defunding police, then cluelessly wondering why crime is going up in those same mismanaged cities. Should everybody get angry about cheaters that help rolling coal? Of course. Hope no one's standing around scratching their head wondering why. If an explanation is still needed? If crime is easy, crime increases. This nugget of wisdom is brought to you by one who worked for the public defender. 99% of our citizenry is clueless how crime really is.

Robbery charges here appear to be based on the type and amount of force used or threatened to coerce the victim to comply. Value of merchandise seems to apply to shoplifting and theft cases (no violence present), not robbery cases.

 

Yep, I live in one of those rural counties that no longer need a yearly emissions check. Consequence is the number of loud mufflers going by has increased dramatically. I swear some are running bypass valves.

Yes, robbery involves assault or threat of assault. The focus of the criminal charge is on the violence (or threat thereof) used to coerce the victim, not on the physical property being taken.

Ordinary shoplifting and petty thefts, without violence to a human, are not robberies.

 

Since moving the Alabama in 1985, there has been no emissions or even vehicle safety testing. The saddest was a co-worker who decided to rip out 'all that emissions stuff.' His mileage went down and the engine was soon kaput. His muffler had visible soot. But we also have beaters trailing a cloud of oil burnt smoke and some whose exhaust was so rich I wondered if I could drive my former Prius on it.

Modern engines use two oxygen sensors, one before and one after the catalytic converter. The Prius control computer watches as the converter gets hot enough, about a minute, that it can adjust the fuel injectors on either side of peak, rich and lean. This maximizes fuel efficiency and catalytic converter performance. So when an ijiot rips them out, the control computer reverts to "rich" which loads the engine and exhaust with soot that soon kills the engine.

In moderate temperatures, I like to drive with the windows down. But stopped at intersections, I diagnose loose fan belts and missing cylinders way too often. As for "coal rollers," I smile because they are showing off to other drivers how stupidly bad diesel owners can be.
