How to fix a botched paint job?

There were some scratches and paint off due to hit and run by someone in parking lot. I tried to fix it myself and made it worst.

I sanded, prime, sanded, base coat, then clear coat. Attached is the photo, the area is about 2" x 2". It doesn't look as shiny as the surrounding. The color seems to be off even though I matched it exactly with the color code listed on the label.

How to fix it? Or make it better? I didn't want to paint the whole rear bumper. Thank you.
