Having some issues with the passenger wiper getting in the wrong spot and crossed with the driver wiper. I pulled of the passenger wiper and noticed that the center splined shaft rotates with the motor, but the far right side (passenger most side) does not rotate. Is this correct?

Yes, that's correct. The one (center) pivot "drives" the right wiper arm, while the second (far right) pivot just guides it. That pivot should just rotate freely.

I would make sure that the splines are clean. Set the wipers to the "parked" position for assembly. Tighten the pivot to arm nuts to 15 ft-lb.

You can put a dad of goop on that splined stud get wiper right push down on spring of wiper and tighten nut . Let it stand 30 minutes and wet glass and wipe . Good now
