You may want to research the replacement tire for what you're looking for. As not too long ago, only 1 or 2 tire companies made that tire size. Lacking selection and paying a premium

if you're using this as a spare, you should be able to pick up a regular 15" wheel (junkyard has plenty) and buy a tire that's similar in diameter with the 19" overall diameter. There are online tire size calculators that you can use as reference. But if you insist on a 19", then ebay would be your best route. car-part.com would be good too, it's a database with all the wrecking yard inventory
15" rims definitely won't work, hit caliper, and probably wrong bolt circle and so on. I'm guessing OP wants a "seamless" tire swap. Not sure it's a good idea, expensive as heck, and harder to store, but... My 2 cents: stick to cars that come with a spare. Toyota must love this: cheap out on the spare, and buyers keep buying, and cobbling solutions.
