I have installed Versions 17 or 18 32bit programs on Windows 7 Pro at least ten times.
Everything goes great communicating over the cable and the program reads the VIN and populates the live data like it should, but nothing I have been able to do will make the magical UTILITY button appear so I can bleed the frakking brakes.
Wiped the drive and did a fresh install of Win7 Pro - no Change.
Tried changing the order of installation - no change in behavior.
    Anyone else had this problem?

You need to download a copy of Techstream from another source – and keep trying until you find one that has the utility button. Try an older version like V9.x.xx or V10.xx.x. You don't need the latest version for the Gen 2 Prius.

If all else fails, there is a ready-to-run version of Techstream v12 in a Virtual Machine (VM) that runs in VirtualBox. VirtualBox is a free open-source application supported by Oracle that you can run on any version of Windows, macOS, or Linux.

I agree that you need to install an older version of Techstream. Try version 12 to 14. I think they will work on windows 7 32-bit.
