    to alloy wheels underneath?

The hubcaps would be pretty cheap to replace vs the wheel.

Yeah, it can help, but only for more minor impacts... And its called "rim rash." And most people with rims beautiful enough to protect wouldn't want to hide that beauty under an ugly hubcap...

    That's right.
Road rash is when you dump a bike, lol.

An alloy wheel would have to have a particular profile to accept a hubcap, I assume.
The Gen5s have that-an aero hubcap over an alloy wheel that's not hideous, in my opinion.

Take the license of the driver away and/or do not allow the person in question to operate your vehicles

lol. I discovered yesterday an advantage of 'high profile' (they didn't used to be) 60 series tires. I hit the tire instead of the rim when parallel parking. And I'm not giving up my license for that infraction.

Does the LE not have guidelines in the backup camera video? I find them very helpful to figure out when to start the turn in order to avoid the curb while parallel parking.

    No. Not guidelines like that.
Closeness to object in rear, is all.
