Auction 2008 prius will not go into Ready.

Background

Bought a 2008 Prius online at auction

Received the car without a key

Had locksmith program a fob

Car turns on but will not go into Ready

I tried to scan for codes but the OBD2 port was not getting power. Discovered the 7.5A fuse was blown. Replaced that and was able to scan

Dr Prius shows the hybrid battery to be fine

No error codes due to the fact that the 12v was dead so I charged it up to 13v

When I tried to start the car on the 2nd push of the start button I hear only 1 click vs 2 clicks

I assumed there is a bad relay in the hybrid so I took one out of my other prius which works fine. Switched the hybrid battery and the same thing. 1 click and it won't go into Ready mode

Checked all fuses in engine compartment and all are good (AM2 fuse specifically was double checked)

The car comes on. Windows work. Lights all come on. 1 push of the start button turns on the MFD. 2nd push od the start button lights up all the warning lights on the dash but will not go into Ready

Confirmed 12v at the fusebox as well

Since the battery was replaced there are no error codes to list

Any ideas to try would be appreciated
