2014 Prius V- Windshield wipers only work on high speed.

Hey all,

New Prius owner here. My 2014 V just started having an issue where my wipers only work on the highest speed setting, the cleaning spray also works. No low speed, no medium, and it does not work to switch it up when you manually trigger wipers once. Also worth noting that when I trigger cleaning spray, the wipers do not also trigger.
I replaced the column switch (wipers only) with one from a slightly older Prius V, and that did not work either, so I switched back to the original switch. I also tested a different 30a fuse in the fuse box and that did not help the wipers. Has anyone dealt with this before, or does anyone have any insight to the issue? Thank you in advance.
