I reset FOB as per video, no luck. I ordered a new FOB gen 2 case....hopefully that will suffice. Found this 'how to' video...now to find my tiny Philips !

Odd question, for a Prius anyway. The only keyed lock is on the outside of the driver's door. Why would somebody want to unlock a car door while clinging to a car, or worse, swimming after it, while spinning around in a whirlpool? Maybe a scenario like parent on outside, kid locked inside, for some reason in a whirlpool, must rescue child. However, even if the door was unlocked how would one then open the door against the water pressure?
