can I leave charging cord in a road ramp that is exposed to rain?

    I have the outside lane in a two-lane driveway for my two-family house, in which I have a condo unit. I need to get power from the wall of the house past my neighbors lane to my lane. I have put down three road ramps which can hold the cord; but I'm tired of taking the cord in and out of the ramps all the time. Can I leave the cord in the ramps (with the end of the charger held up off the ground), with some amount of rain accumulating in the bottom of the ramps - most of it flows out, but some amount stays in. The specs for the cord say it is not submersible. I've also thought of drilling holes in the bottom of the ramps to let water flow out. Any ideas?
