The one part of that I think I know what it means is "Pratt" which is presumably "Spencer Pratt", who is running for Mayor of LA against Bass (and others) and not "Chris Pratt" the actor, or any of the thousands of other people with that name. S.P. calls Bass a communist frequently, also "Karen Basura", which the other third graders probably think is clever.
