Is catalytic converter theft still happening?

Here I am in June 2026 and my cat converter was stolen, didn't know that was still a thing. By way of internet, I'm learning about the CARB restrictions and the approved list of after market, CARB legal, yadda yadda. Seems that Maganflow is the only real approved manufacturer actually selling something for CA, and current pricing is around 3800 bucks for the flange to flange piece (suitable for a DIYer that doesn't weld). The cat only pieces (welding required) are around $2500, add shop costs for installation and I'm over $3000 (yes, Cali prices), and still have to confirm if these pieces come with the integrated heat shield (it's not shown in the product pics). Add to all that, I should buy the cat anti-theft shield. Just money and some DIY time, right??? Options? Not really. Walker website doesn't list anything for my Prius. There are other makers on CARB list but I haven't found them yet with my Duck Duck Go searches, so de-facto Magnaflow monopoly. It is frustrating to see other states have options as low as $128, but I'm on the hook for a lot more. Thought I got lucky with a $1500 price at an on line Toy parts dealer but Trust Pilot says to steer clear of them, and they don't exist on BBB. Calling my Toyota dealer today, and continuing WEB searches, and calling more local exhaust shops, due diligence. I would be happy with the OP price of $2000 back in 2021. My tale of woe for your reading pleasure. Vive la CARB.
