My 2008 was showing codes ABS VSC and a circle with an exclamation mark and the word Brake appeared in red on the left side of the dash, but the emergency brake was not on. I took it to my mechanic and he returned it with the following report:
"Received codes B1421-Solar Sensor circuit (pass side) (sensor is not there) , B1433 -- Air outlet damper position sensor circuit (this is for blend door motor, C1319-changeover solenoid (SCSS) . Tech cleared codes, code came back immediately. Tech followed steps to check system. Checked Aux Battery. Tech recommends replacing booster master unit as well as combo meter.
    "Estimate:
    Brake Actuator 1767.49
    Combo meter 439.81
    Labor 519.75
    Total 2727.05 plus tax

They said the car is driveable with regular, not antilock, brakes. How dangerous is this? Is this report reasonable? Is the price to fix reasonable? Can the car be sold in this condition?

It seems the Labor price is good. How many miles on it?

Actuator costs varies from dealer, the local dealer here in North Texas, it is $1360. https://parts.longotoyotaofprosper.com/oem-parts/toyota-actuator-assembly-brake-4450047141 . Check the prices at local dealership websites. Online is cheaper than direct counter prices. Some tried using the used ones from junk yard / other used parts websites. I guess it was ok for some and no ok for others.

Combo meter, i don't know. Any display issues ?

    B1421 - you can ignore.
B1433 - Age related. Can clean or replace. Are you getting cold/hot air properly on this side of the vent?
C1319 - Could be related to the Actuator.

Car can be sold, but not sure how much you can get from it in your market. Actuator is the weakest part in the Prius that is expensive. I guess even the Battery lasts more than this thing.

Thanks for the info! That's good news about the cost for the actuator varying from one dealer to another.

The car has 130,000 miles on it.
Cold and hot air seem to work fine.

Do not let your mechanic replace the brake actuator. That will not fix the C1319 code.
Here is the service manual for the C1319 code, C1319 — 2008 Toyota Prius L4-1.5L (1NZ-FXE) Hybrid Service Manual | Operation CHARM
Make sure your mechanic goes through the troubleshooting steps shown in the manual. The problem could be the brake master stroke simulator cylinder assembly, or the skid control ECU, or the wiring harness and connector.
If the problem is the brake master stroke simulator cylinder assembly, a replacement part costs about $165.
