This could actually work. But in order to do it right you'd have to have that HOV lane lead straight to the edge of a cliff. :D

"Sacramento –On June 15, 2007 the Federal Highway Administration notified the California Department of Transportation (Caltrans) that segments of the state’s carpool, or High Occupancy Vehicle (HOV), network are congested, and are therefore out of compliance with federal law. Caltrans will prepare an action plan by August 31, 2007 outlining how the agency will correct this problem."

Supposedly we should be hearing about any Caltrans action plans any day now...

I've got the perfect solution; seriously, no sarcasm here. Introduce a new version of this bill, since the original was killed: http://sfgate.com/cgi-bin/article.cgi?f=/c...BAGMKPF83N6.DTL, and get it passed and signed into law.

It's incredibly disappointing to see how many people drive in the HOV lane solo, knowing the chance of running into the CHP is next to none. I've literally cheered when I've seen people pulled over on the 580e/80 split. Sadly, I've only seen it happen 3 times in the 8 years I've done the commute. If you give honest people the opportunity to nail the cheaters, I bet the occupancy rates of carpool lanes would drop 5-10%, and thus ease a large chunk of the congestion problem.

Whether or not you agree with the privilege of driving a hybrid solo in the HOV lane, the fact of the matter is that it's currently legal, and many people bought Prius' on the fact that it would be for the next few years.
