And it turned out to be.....

A GPS car tracking device sort of a poor mans Lojack. The little fence button turned on an electronic fence that would alert you if your teenager drove outside of a pre-defined area.

Anyway it's not active I don't really care about it and France is safe thanks for the help

Aww, and here I was thinking "turbo boost, Kitt! Now!" ...
    .
What is the manufacturer and model of this device, and could you get
    some pictures of it?

Whatever you do, don't let the magic smoke out! Do you not realize that all electrical devices are in fact dependent on magic smoke for proper operation? Once you let the smoke out, they'll never work again! I discovered this fact when I was 7. I twisted the two wires of a lamp socket and the two wires of a plug all together and plugged it in. Lets just say that I released enough magic smoke to make the whole house stop working.

Now, about that plug-in conversion

From the picture, I would also guess bluetooth phone. I HOPE this isn't a package with Bluetooth built in, what a waste THAT would be. And to the person that suggested it might be a speed sensor override. I highly doubt a dealer would install such a mod!
