The government has a program to give us $40 to be used to buy a HDTV to Standard TV converter. How much of this $40 is sent overseas?

    Who benefits from this?

Who cares where the money goes. The fact the Gov is willing to give you $80.00 to buy 2 converter boxes is a plus! Your gonna need them if you currently watch NTSC off air. At the end of March 09 ALL analog signals will stop being transmitted over the air. DTV is here. If you have Cable or DTV or Dish you can still use a NTSC receiver. If you depend on OFF AIR only, you will need a box!

As far as who benefits ... YOU THE TV VIEWER DOES!!!

Its part of the BILLIONS they raked in selling the rights to the 700Mhz band of RF Frequencies! It was necessary due to the DTV switchover. It was a package deal!!!
