    1. Any advice on putting a luggage carrier on the roof?

    2. Shifting to neutral - pros/cons? (It coasts very far, very good. But does it help or hurt anything?)

Luggage carrier on top destroys mileage. A better answer is a receiver hitch and a light weight trailer. You could carry the luggage carrier on the trailer.

Shifting to neutral is no problem but it is illegal to do it going downgrade in Alabama. Also, try to avoid coasting to speeds above 42 mph when in "N" and the engine is off due to potential MG1 over-revs, NHW11. NHW20 can go higher.

Do you have to rev-match on the G1 prius when shifting out of N and in the warm-up phase? I've noticed that the "glide" part of P&G can give better mileage in N, when the engine in warming up. Is that even possible in N?
