2012 prius not going into gear with flashing press park icon

    I recently changed the hv battery in my 2012 gen III prius. Afterward it refused to Start/Run. When I try to start I press the start button but the ready does not come on. When I try to put in drive or reverse the press park icon comes on and starts flashing and it beeps continuously and does nothing else. If I press park the light goes off but comes back on if I try to go in drive.
    I read codes with Torque and a dongle. It did have the codes for a comm error to battery but it went away after I cleaned the battery connectors

    safety plug all the way in? you pop it in, flip it closed and then slide it. 3 steps or no joy.

    I have 2 safety plugs. Both have been inserted with a three steps. Still no joy.
