2016 prius grille shutter problem

Hello guys I bought a 2016 Prius three at a good price with a front end damage, I've been doing a lot of research since the car had lots of missing parts, the problem I am having right now is the grille shutter acting funny I am trying to Initialize the grille shutter system via tech stream after a few seconds it aborts the procedure , so I go to the active test and perform the Shutter closing operation lock detention and crazy that does everything backwards instead of closing opens and instead of opening it closes, I know the system is wrong because it stays open all the time and never closes when I start the car , I bought the grille shutter on eBay for $150 and the actuator for $50 on eBay as well I am assuming the actuator is acting inverse can that be possible ?
