I was wondering if I get the Prius prime foglight and mines doesn’t come with foglight can I slice the foglight wires to the headlight wires or corner lights to make it work?

my understanding is that they are more decorative than useful. I believe it's prewired behind the bumper, but you'll need to replace your headlamp switch and add a fuse, possibly a relay to enable that option.
If you want something functional; get a pair of aftermarket LED fog lamp and mount them low. Use a relay fused and connected to the battery. the signal wire can come from a marker lamp. I wouldn't want to splice into the headlamp, since you may want to turn-off the blinding white light. LED fog lamps should be in the 3000K temperature range, nice amber glow to cut the fog. Make sure you aim it correctly, so as not to blind on-coming traffic.
I replace the white halogen bulbs on my GMC fog lamps and switch to LEDs, that made a BIG difference going through the Tule fog in the valley. The white halogens simply reflected the light back at me, whereas the 3000K LEDs cut through it.
