2018 Prime - Front Windows - Outside Difficult to Clean

My wife let our 2018 Prime go a very long time without washing it (and she works next door to a cement plant.) I washed the car today (wand wash) because the front windows has a significant grey/dusty grime on the outside making visibility poor in direct sunlight. After washing, the dusty grime (looks like really bad water spotting) didn't go away. I tried windex and elbow grease with minimal success. Is there a product or technique anyone can recommend? It's strange, the film build up was only on the front driver and passenger windows and not the rear. I wonder if it's because the front window have that special 'water repelling' glass?

While I'm at it, if anyone has advice on cleaning the lower rear hatch window, I'm all ears!
