Best time to buy a PIP? Socal

    I am looking to buy a PIP right now with HOV stickers but it seems like all the reasonable deals are all gone. All that is left are cars that are asking 28k for cars with 50k miles or more. KBB values these cars at 19k and even with the HOV sticker it wouldnt warrant 10k inflation in price. Am I missing something and PIP's with HOV are just this expensive?

    Should I continue to wait to wait for the January batch to go out?

    There is a shortage of PiP supply for some reason.
    I've lost track of the on-again, off-again green HOV sticker supply situation, wow, I was on top of it, but it got crazy.
    I am thinking you can apply for green HOV sticker again in Jan.
    So I am thinking strategy is to wait for Toyota to restock (assuming they plan to restock) in the 1Q2015.
