As an EX owner of a Nissan Leaf with a realistic range of 75 miles, tops, I actually never went to places that were more than 25-30 miles away. Mainly because I NEVER knew if the EV station was going to be plagued by Volts, and other gas powered small battery cars. Hell, at work we have a clown and his Volt who just assumes it's his personal parking spot, and parks the entire 8 - 10 hr shift there... no matter if a EV car needed a jolt or not! I have great disdain for Volts & Dolts!!
Beverly Hills will also impose a fee for charging, at 25 cents per kilowatt-hour on top of the parking fees, and a $6 "station fee" after 2 hours regardless of whether a vehicle is charging or not.

Good for them, assuming the issue really is not enough chargers for the local plug in population.
They should have tried fees before banning PHEVs, though.

^ This. When it's fee based, charger use trends to those who need it the most; i.e., BEV's low on juice.

To me, it sounds like the snottiness one could expect in Beverly Hills. Maybe a city councilman had his Tesla ICEd. I can see discouraging cars from hogging a charging station all day, but I guess a stiff surcharge after 2 hours would not be much of a deterrent in Beverly Hills.

The location does raise the question of how much classism played a role in the decision.

I look at it this way:
    • EVs - save money 100% of the time and may have no other way to get home.
    • Plugin - save money 95% of the time and sleep in their own bed.
I have no interest in a pure EV over a plugin because my ride serves my needs. The EV means cheaper EV miles versus gas.

I try and plug in at edge spaces at free charging stations, and post on Plugshare that anyone in urgent need of a charge (ie, BEV's) should feel free to unplug me. And I make sure I get back and move the car when it's done.

That said, we have quite a few free charging stations in my area, and they're rarely full up.

To clarify - so someone can park in a regular spot next to an EV spot, and reach their charge port with the cable I was using, after unplugging me.

Duh..... of course it should, it HAS A GAS ENGINE TO CHARGE BATTERY, it is the same as a volt or any other gas assisted vehicle!

It is classed as an EV because the range extender adds very limited miles.

It is classified as a BEVx under CARB.
They get ZEV credits as a BEV, but a manufacturer can only have up to half of their pure ZEV credits be from BEVx's.
California’s new ZEV rule introduces the BEVx; ARB staff expects these vehicles to play a longer-term role than plug-in hybrids - Green Car Congress

In other words, it is a PHEV that had its ICE side hobbled in order to get ZEV credits.

Just print this and slip it under the Volt's wiper with an appropriate note. Something like, "Charger squatters may be dealt with."

My only worry is now other cities (council members) start passing similar rules, and we will not have any public parking place to charge :-(, only when we come home.

It makes some sense. There is a Casino hotel not far away from my home which has 8 parking lots with free L2 charging ports. A lot of times Tesla/Leaf owners complains about Prius Plug-ins that occupy the position without charging.
