    Answer to my problem!
The Brake light, and the ((!)), ABS, VCS lights came on after a locksmith tried connecting to my car to make a duplicate key.

I couldn't read the codes with my KIWI OBDII reader. Nor could the Harbor Freight code reader find it.

I took it to a non Toyota repair place which used the Snap-On reader.

    The codes it found were:
    C1203- ECM Communication Circuit
    Malfunction
C1345 - Linear Solenoid Valve Offset
    Learning Undone

It would not simply clear them, so there was a genuine problem.
You must Initialize and Calibrate the Linear Solenoid Valve.

You have to use the scan tool to do this. You set the parking brake, Initialize and wait until the VCS and ABS lights stop blinking after about 2 minutes.

The procedure was quick and was done for free by a buddy who wanted to know more about the Prius anyway.
